The Compliance Gap in Volunteer Management

This white paper breaks down why volunteer compliance has moved from an admin task to a board-level exposure, covers the jurisdiction-by-jurisdiction screening requirements organisations face across the UK, Europe, Australia, New Zealand and the US, and sets out the five things a defensible compliance programme needs, from enforcement at the point of rostering to on-demand reporting. Includes real results from British Heart Foundation, Literacy Pirates, and Expo 2023 Doha.

Key topics covered:

Why has volunteer compliance become a board-level risk?
An uncleared volunteer or a lapsed certification isn't a process failure anymore. It's the fastest way to turn your most trusted asset into your most public liability.

Why don't spreadsheets or adapted systems hold up at scale?
Past around 150 volunteers, the gap between the sheet and reality compounds silently until an incident, audit, or media enquiry exposes it.

What does a defensible compliance programme actually require?
Five non-negotiables, from enforcement at the point of rostering to on-demand reporting a board member can see immediately.

Key advice at a glance

  • Compliance is the top reason organizations want a volunteer management system. In Rosterfy’s State of Volunteering Survey, 82% of volunteer-involving organizations ranked compliance and oversight first, narrowly ahead of reduced workload (81%).
  • About half of organizations still have no dedicated system. In the same UK survey, 52% did not use a volunteer management system, and many were managing compliance manually on spreadsheets.
  • Spreadsheets tend to stop coping at around 150 volunteers. UK survey respondents typically adopted a dedicated system at about that size. Other sector sources put the threshold lower, at 30 to 50 volunteers.
  • Neither the US nor Canada has a single national volunteer screening system. In the US, criminal record checks are largely managed at state level. In Canada, police record checks go through the local police service where the volunteer lives, and each province sets its own rules.
  • A defensible compliance program needs five things: enforcement at the point of scheduling, one authoritative record, expiration tracking that flags gaps early, data protection backed by independent certification, and reporting you can produce on demand.

Why has volunteer compliance become a board-level risk?

Volunteers are often the most trusted public face of a nonprofit, so a compliance failure involving one rarely stays internal. An uncleared volunteer, a lapsed certification or an unfinished background check can quickly become a reputational crisis. The question boards should ask isn’t whether checks are being done, but whether the organization can prove it on demand.

For years, volunteer compliance was handled like any other admin task. Someone owned a spreadsheet, chased outstanding checks and filed the paperwork. That worked while a program was small enough for one person to keep track of. It doesn’t work anymore. Regulatory expectations have tightened, programs now span more sites, states and provinces, and the time available to manage it all hasn’t kept up.

The board question: If a journalist, funder or regulator asked for your audit trail today, could you produce it this afternoon?

What this paper covers

This paper explains why volunteer compliance has become a reputational issue as well as a legal one, why spreadsheets and adapted CRMs struggle at scale, and what organizations need in place to prove compliance across every location they operate in. It covers:

  • Why the usual fixes don’t hold up under scrutiny
  • Volunteer screening requirements in the United States
  • Volunteer screening requirements in Canada
  • Compliance beyond background checks
  • The 5 requirements of a defensible volunteer compliance program
  • Practical next steps for your organization

Who should read it?

  • Volunteer managers who need to know that everyone scheduled today is cleared to be there
  • Executives and board members accountable for reputational risk
  • IT and data governance teams assessing where volunteer data lives and how it’s protected
