Despite continued challenges across the voluntary sector, this year’s survey paints a picture of resilience, growth, and optimism. Volunteer managers across the UK remain deeply committed to their missions, and the numbers show the impact of that dedication.

The survey was completed by over 300 volunteer managers from across the UK, representing volunteer programmes from charities, nonprofits, sports associations and more.
Volunteer numbers are rising
Almost half (46%) of organisations reported an increase in volunteer numbers over the past 12 months. In a climate where resources are tight, the fact that more people are stepping up to give their time is an encouraging sign of the continued strength of volunteering culture in the UK.
There’s differing reports in the UK about volunteer numbers with some claiming they have been in decline since the Covid-19 pandemic. While others disagree and point to demand for volunteering roles as a key indicator of a rising in volunteer participation.
Whatever is the more accurate picture of volunteering rates in the UK, those people who completed our survey claimed it’s on the rise.

Optimism is strong across the sector
An impressive 72% of volunteer managers told us they feel optimistic about the future of volunteering. That optimism shines through even as many organisations acknowledge the pressure of delivering more services with fewer resources. It reflects the incredible resilience, creativity, and commitment within volunteer management teams.
Volunteers are mission-critical
The role of volunteers in the UK has never been clearer. A remarkable 88% of programmes said volunteers are mission-critical to achieving their goals. Volunteers aren’t just an added extra — they are at the heart of service delivery.
But pressure on teams is increasing
While there is plenty to celebrate, the report also highlights the realities facing those who lead and support volunteers. Charities are being asked to do more with less:
- Funding squeezes mean that many organisations face a significant gap between government support and what they need to deliver services, making donations more vital than ever.
- Burnout is a growing concern, with teams stretched to their limits.
- And while technology could help reduce pressure, only 44% of programmes have invested in volunteer management systems.
